Can you identify this arcade game?

Early/mid 90's side scrolling shooter. You're in a vehicle that parachutes onto the level. Like Metal slug but 3d-ish. 1st level IIRC a desert. 2nd level a bridge. If you finished the game you started at the beginning and if you finished a 2nd time the game was over. That's all I have to go on.
